Project QKENCHANT was U.S. Central Intelligence Agency program of the Central Cover Staff and the Office of Security through which Provisional Covert Security Approvals (PCSA) and Covert Security Approvals (CSA) were granted to non-Agency entities, allowing CIA to disclose classified materials to approved individuals and engage with them in covert operations.
