The Principality of New Utopia is a self-declared state that was founded on 13 April 1999 by Lazarus Long, a.k.a. Howard Turney (1931-2012), or Prince Lazarus I. The principality claims sovereignty over the Misteriosa Bank, an undersea rise of land in the Caribbean Sea off the Cayman Islands, some 115 miles (185 km) from Georgetown, which Long had planned to raise above the sea level through the placement of concrete pilings, on which a city-state would be constructed.
