Charles Russ (November 11, 1876 - February 26, 1955) was a British physician, bacteriologist, and electrotherapist, for a time the head of the electro-therapeutic department of the Male Lock Hospital, London. Russ was noted in the press for a proposal to treat gonorrhea through the use of electrolysis, as well as for his reported discovery of a ray projected from the human eye that could influence the movement of a solenoid.

- GB124288A. Russ, Charles. An Instrument which is Set in Motion and whose Motion is Controlled by the Human Eye, i.e., by Vision. 24 Mar. 1919, filed 22 Mar. 1918. "Physiological tests. An instrument which is set in motion and the motion of which is controlled by vision consists of a suspended solenoid b which may be connected electrically to one pole of a battery h, an insulated disk d below the solenoid being connected to the other pole. On gazing at either end of the solenoid it is said to rotate. Alternatively, the solenoid may be suspended between electrically-charged plates or between the poles of a magnet; or, by making the apparatus very delicate, electric and magnetic devices may be dispensed with." https://worldwide.espacenet.com/publicationDetails/biblio?CC=GB&NR=124288A&KC=A&FT=D#

DISTINCT FROM OCCULTISM Dr. Charles Russ Tells Oxford Congress Optical Influence Is Akin to Heat and Light.", New York Times (New York City, NY): 2, 9 July 1921, https://www.nytimes.com/1921/07/09/archives/finds-a-new-force-in-the-human-eye-english-scientist-demonstrates.html, "A new physiological force has been discovered after three years of patient research by Dr. Charles Russ M.B., M.R.C.S., L.R.C.P., who has invented an instrument which shows that there lies in the human eye certain definite power which is quite distinct from the superstitious influences of will power or occultism."

At the beginning of last century Dr. Mesmer assumed the existence of a vital fluid passing during a mesmeric experiment, from operator to subject. The question has been closely studied by a London medical man, Dr. Charles Russ, M.B., M.R.C.S., L.R.C.P., who has devised an ingenious test apparatus, which can be briefly described as a coil of wire suspended by a silk thread, in conjunction with a small magnet, and a scale by which movements of the coil can be measured. He finds that a steady glance directed through the centre of the coil causes a movement in the coil, which returns to its initial position when the glance is with drawn. From these experiments Dr. Russ has deduced some interesting conclusions as to the presence in the retina of electrical activity. The experiments come within the field of medicine rather than that of psychical research, but they suggest a line of enquiry which, if pursued might conceivably throw some light on the problem of the dynamics of mind in the physical world."
