From Kook Science

The Philadelphia Experiment, or Project Rainbow, was an alleged naval military experiment whose goal was reported to have been to "cloak" (render invisible to detection) the U.S. Navy destroyer escort USS Eldridge (DE-173). The experiment is said to have been carried out at the Philadelphia Naval Shipyard in Philadelphia, Pennsylvania sometime around October 28, 1943.

The earliest versions of the Philadelphia Experiment story were provided by Carlos Miguel Allende through Morris K. Jessup, while later versions, which contend that the experiment involved time-travel, were popularised by Al Bielek and Preston Nichols in connection with their writings on Project Phoenix (refer to The Montauk Project).
